Some landlords are taking advantage of the system, buying cheap properties, renting them to poor tenants who get federal section 8 subsidy, then not paying the taxes. They milk the property for as long as they can, then abandon it.
The Detroit News exposes this scam, which is particularly prevelant in Detroit because many houses can be bought for a couple thousand dollars. As far as I am concerned, this type of behavior is unethical.
